Yes, 7750 does have the QoS feature.
It can identify, mark, classify, reclassify, and manage traffic based on specific criteria.

Right Craig.
To be more specific you can use traffic-policy command to implement action with the exceed-action option. Here the different option are:
- drop,
- count,
- remark-qos,
- or permit-at--low-pri.
