topic Rate limiting options in ICX Switches

For ICX-6610, Just by limiting the rate of any egress port, some functionalities will not be working any more. For example, the strict priority and the weighted queuing for port x are no longer working if this port has been configured with any rate limit, other than the default (1G). The second concern, I wonder why limiting the egress port rate is limited to only 10,100,1000 Mbps not any rate ? Thanks!
