topic VLAN 1 over ISP VLAN in ICX Switches

I have a VLAN from an ISP that is connecting our main site to and offsite location. However, I cannot get VLAN 1 over that VLAN. I have other vlans, wireless, and phones over the circuit and it is working. They are running Q-in-Q so tagging is normal.

Any ideas?
Using Ruckus 7150 ICX 48zp switches using router code.

Any chance you can avoid VLAN1? Are you sure you need it? When I first put VLAN's on a flat network I just pick a new VLAN and that subnet uses that VLAN. Sorry it is not clear to me your setup

Unfortunately I do need it. I would avoid if I could but this is me picking up someone else's design and trying to make it work. I would not use it if I didn't have to. It would be much easier also. We are moving a server, on VLAN 1, to an offsite for a disaster recovery and trying to get it to stay on VLAN 1. So I am trying to get VLAN one from our main campus to our offsite campus using a VLAN from out ISP. All the other VLANS are passing and working properly.
