I can't find this contents in datasheet & Ruckus FastIron Administration Guide,

Does ICX7450 switch require a lincense to use NAT funtion ?

No. ICX Switches do not support NAT/PAT functionality typically installed on Gateway. For Gateway functionalities stick to Firewall/UTMs or Routers.
