I am seeing downstream speeds (from AP to wireless client) about 20-25% slower than upstream traffic (wireless client to AP). I am using iperf3 to do this testing. Is this normal?

I have a test setup since we are right in the middle of a comparison of Aruba and Ruckus. We have the virtual Ruckus controller running the newest code and a R700 AP
