Lennar ICX7150-C12P Switch Stuck with All Lights Amber/Green On

A power outage took my Lennar-provided ICX7150-C12P switch offline. When attempting to power cycle the switch, it gets stuck where ALL lights (Port status mode selection button and LEDs & System LEDs) are green or amber, has been stuck with ALL lights on for hours now.

Previously it had gotten to the stage where only SYST and PWR where amber/green respectively, but was unable to get in to boot monitor with serial cable (both USB-C and driver or RJ45, verifying COM# on device manager)

This unit Should be RMA (return merchandise authorization) in simple words replace it.
