Based on the troubleshooting done, your ICX-7150-C12P Switch Has PoE issues. You tried multiple steps and Switch is on an newer version. However, the failure persists.

Here are the pictures you requested. Know the switch is protected by APC unit. For things to work I have to bypass 1 of the 2 APs I have using a POE injector. If I connect both internet will drop more due to the switch failing. I have to restart the switch constantly. I was trying to connect to it now and give you some output from the switch but it fails. For me to be able to get in I would have to restart multiple times.

C:\Users\ramir>telnet 192.168.1.30
Connecting To 192.168.1.30...Could not open connection to the host, on port 23: Connect failed

I have tried multiple times all of your “solutions and request” please send a new switch. Nothing is working as it should all updates do not work. I have been dealing with this for months. Please resolve issue. I work from home and this is having an impact on my work performance. I constantly have to restart everything and including my work computer. I am wasting countless hours dealing with this. I have had the isp change their equipment too just in case but issues remain. Please replace the switch.
