Unable to Download Firmware: 08.0.95m - That file is not available in your country.

I am trying to upgrade my Ruckus switch ICX 7150 to firmware 08.0.95m. But it does not allow me to do so. When I try to download, it says "That file is not available in your country." Please help thank you.
