    <description>&lt;P class=""&gt;&lt;SPAN&gt;I'm trying to determine whether this is a PC issue or a network issue.&lt;/SPAN&gt;&lt;/P&gt;&lt;UL&gt;&lt;LI&gt;&lt;SPAN&gt;Apartment complex with Cox fiber and a managed Ruckus network&lt;/SPAN&gt;&lt;/LI&gt;&lt;LI&gt;&lt;SPAN&gt;PC is wired directly into the wall Ethernet jack&lt;/SPAN&gt;&lt;/LI&gt;&lt;LI&gt;&lt;SPAN&gt;Receives a &lt;/SPAN&gt;&lt;SPAN&gt;100.77.x.x&lt;/SPAN&gt;&lt;SPAN&gt; IP with gateway &lt;/SPAN&gt;&lt;SPAN&gt;100.72.0.1&lt;/SPAN&gt;&lt;/LI&gt;&lt;LI&gt;&lt;SPAN&gt;Every 8–12 minutes I lose connectivity for about 2–3 seconds&lt;/SPAN&gt;&lt;/LI&gt;&lt;LI&gt;&lt;SPAN&gt;OpenVPN disconnects when this happens, but I've confirmed it also happens with no VPN running&lt;/SPAN&gt;&lt;/LI&gt;&lt;LI&gt;&lt;SPAN&gt;Continuous pings to both &lt;/SPAN&gt;&lt;SPAN&gt;100.72.0.1&lt;/SPAN&gt;&lt;SPAN&gt; and &lt;/SPAN&gt;&lt;SPAN&gt;8.8.8.8&lt;/SPAN&gt;&lt;SPAN&gt; time out simultaneously during the outage&lt;/SPAN&gt;&lt;/LI&gt;&lt;LI&gt;&lt;SPAN&gt;Ethernet link stays at 1 Gbps&lt;/SPAN&gt;&lt;/LI&gt;&lt;LI&gt;&lt;SPAN&gt;No Intel NIC errors, no packet errors/discards, and no Event Viewer link up/down events&lt;/SPAN&gt;&lt;/LI&gt;&lt;LI&gt;&lt;SPAN&gt;My TV (on the same Wi-Fi network) has also occasionally lost connection while streaming&lt;/SPAN&gt;&lt;/LI&gt;&lt;/UL&gt;&lt;P&gt;&lt;SPAN&gt;Does this sound more like an issue with the apartment's managed network/Ruckus infrastructure, or is there anything else on my PC that could still cause this?
