It sounds likely that this AP will need to be replaced. Are you able to create a case on our support site?

Hi Pavel,

Try powering up the AP using different power sources. If that doesn't help, open a ticket with support team and we will replace it.

Thanks to everyone, I tried different power supplies, it did not work, I took another AP R720 from the supplier, it booted without any problems with both the 802.3 af injector and PoH (95w). Damaged AP gave a refund. Our expert Maxim Malugin wrote that, most likely, this is a secure boot error.
